Public Precedent, Inc. is a non-profit public interest association created to encourage a non-partisan analysis and discussion of solutions to major issues facing Kentucky. Public Precedent seeks to create a platform where concerned citizens can examine realistic and innovative solutions to important issues outside the spectrum of partisan politics.

Carol Czirr Russell brings extensive public policy experience to her role as chief professional officer of Public Precedent, Inc. This nonprofit brings together leading Kentuckians to design and recommend solutions to important issues. Public Precedent is the organizer of the Kentucky Health Solutions Summits, a series of conferences on important health related issues. Carol is the conference coordinator for the Summits, managing the content and planning for the events. Carol also provides research and development for Babbage Cofounder and the firm’s partner team. This involves special projects and reports, including Capitol Letter – Kentucky, Leader Profile Update and Emerging State Trends. She is actively involved with numerous partnering groups in all strategic decision management efforts with an emphasis on message, communications and persuasion. In 1987 she became principal assistant in the Auditor of Public Accounts office during Bob Babbage’s term after successfully managing his first statewide campaign for this office. While in the Auditor’s office she redesigned and developed the state’s KY-Alert Program, established to allow the public to report waste, fraud and mismanagement in government. She later served Kentucky as the director of communications for the Kentucky Cabinet for Economic Development, the Department of Corrections, and the Cabinet for Public Protection and Regulation. Her duties included managing and directing all media and public relations for the Department / Cabinet, writing all media advisories, press releases, quarterly newsletters and responding to all media inquiries and requests. She served as a legislative liaison for her Cabinet or Department. Carol was also on the press team in the Governor’s press office in the absence of the governor’s press secretary. Carol was president and CEO of the Better Business Bureau of Central and Eastern Kentucky, which serves 64 counties. While at the BBB, she developed and implemented a mediation and arbitration program called BBB Care. Carol’s civic and professional involvement includes: current President and founding board member of the Lexington Dream Factory; executive board member of the Wilderness Road Girl Scout Council and chair of the Fund Development Committee; past president and board member, Kentucky Association of Government Communicators (KAGC); board member, Kentucky Commission on Women; chair of the Lexington Habitat for Humanity all-women’s build project; member Lexington Forum; Task Force member for the Fayette County Justice Center; and had been an honorary chairperson for the Lexington Rape Crisis Center. Carol received her degree in Public Administration from Kentucky State University. A native of Kenton County, Carol is one of 12 children, most of which still live and work in the Northern Kentucky region. She has been a resident of Lexington for the past 30 years. She is married to a life-long Lexington resident Jack Russell, who has a 38-year career in the investment business and president and founder of Russell Capital Management Inc. She has two grown sons, Gabriel 29 and Zachary 27.
